What qualifies as a "Morale Booster" in the USAF?

A friend and fellow USAF wife had recently gotten a breast reduction after having a baby, which was completely free, (according to her) and she said the reason was it qualified as a "morale booster." My question is what would qualify as a morale booster, and how can I go about applying for this?
P.S. it is not for any cosmetic surgery – it is for repair work that is effecting my health.

Making them bigger would certainly boost someones’ morale!
But seriously if you have verifiable health issues you do not need to "quallify". They will take care of you.

  2. well a good place to start would be with the HMO the air force uses (TriCare in the army) and also go to you clinic and talk to them they can best answear your questions
